Curaçao Licensing Rules

Curaçao is a part of the Netherlands Antilles and is a well-known gambling regulator which is one of the oldest casino regulators on the market today. Any casino that is regulated under the Curaçao license has gone through the regular controls from the Gambling Board Curaçao (GCBS), which has provided licenses to online casinos since 1996 and controls all the online gambling in Curaçao.

Tax reasons is one of benefits when applying for a Curaçao license. With a tax rate of just 2 % on net profits which is a very low tax rate. Apart from that the cost of getting the license is low and the application and implementation procedure is relatively fast.

There is only one type of license called the master license/iGaming IP License, covering all interactive games such as lottery, casino, sports etc. This also makes it easier for the online casino when applying for a license, since there is no need to choose between different types of licenses.

In order to qualify for a Curaçao license the following criteria’s must be met:

  • A certificate showing that any of the persons related to the application does not have a criminal record. This document cannot be older than 3 months.

  • Certified copies of passports, not older than 3 months.

  • Bank references of the owners, not older than 3 months.

  • Utility bills, not older than 3 months.

  • A document describing what games the casino is offering.

  • A document confirming the RNG application and the fairness of it.

  • Target/Geographical markets.

  • Proof of that the owners have restricted access for people under the age of 18 and that information about responsible gaming is displayed on the website.

  • Hosting a backup of the transaction and customer database in Curacao.

Curaçao is a member of the CFTAF (Caribbean Financial Task Force), an associate member of the FATF (Financial Action Task Force). Since 2014, casinos with a Curaçao license must follow the FATF and CFTAF regulations and follow the notifications which includes recommendations to follow and if possible include them in their policies and procedures.
